For more than ten years the European Union has funded work placements during and after initial vo-cational education and training (IVET). However, placements often cover only a short period of time (three to four weeks) and are not seen as an integral part of IVET but rather as “a first glance” into other cultures, languages and working methods.

Within the European Commission project Pro Mobility, in which IFA participates, qualifying mobility should be established as part of IVET. Qualifying mobility is characterised by two aspects:

• The duration of mobility stays should substantially exceed the currently common length of three weeks. This measure will make acquisition of vocational competences easier.
• Periods of work spent abroad as well as acquired competences should be credited in the sending country. This means that the period of work placement should not prolong training in the home country but be recognised as an integral part of it. Put differently, the stay abroad is aimed to re-place training periods in the home country. In addition, competences acquired in the home country should also be credited without having to be tested and assessed again. The basis for this credit transfer should be an agreement between the sending and the receiving institution.

During the Pro Mobility project qualifying mobility exchanges will be organised and evaluated. The experiences gathered will be used for establishing the necessary infrastructure and creating the framework conditions required for qualifying mobility.
